SMART CITY IN INDIA




UPCOMING 20 SMART CITIES IN INDIA. 
Government of India has released a list of 20 smart cities out of the 98 shortlisted for the 'Smart Cities Mission' as first step towards redeveloping urban area. These 20 cities will be the first to receive funds, thus kick-starting the process of developing them into 'smart cities'.

Under the mission, the cities propose to take up various projects, including "smart" roads, rejuvenation of water bodies, cycle tracks, walking paths, smart classrooms, skill development centers, up gradation of health facilities, and pan city projects like integrated command and control center.

In the approach to the Smart Cities Mission, the objective is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. The focus is on sustainable and inclusive development and the idea is to look at compact areas, create a replicable model which will act like a light house to other aspiring cities. The Smart Cities Mission of the Government is a bold, new initiative. It is meant to set examples that can be replicated both within and outside the Smart City, catalysing the creation of similar Smart Cities in various regions and parts of the country.

THE CORE INFRASTRUCTURE ELEMENTS IN A SMART CITY WOULD INCLUDE:

1.    Adequate Water Supply
2.    Assured Electricity Supply
3.    Sanitation, including Solid Waste Management
4.    Efficient Urban Mobility and Public Transport
5.    Affordable housing, especially for the poor
6.    Robust IT connectivity and digitalization
7.    Good governance, especially e-Governance and citizen participation
8.    Sustainable environment
9.    Safety and security of citizens, particularly women, children and the elderly, and
10.  Health and Education.

The strategic components of area-based development in the Smart Cities Mission are city improvement (retrofitting), city renewal (redevelopment) and city extension (green-field development) plus a Pan-city initiative in which Smart Solutions are applied covering larger parts of the city. Below are given the descriptions of the three models of Area-based smart city development:
Retrofitting will introduce planning in an existing built-up area to achieve smart city objectives, along with other objectives, to make the existing area more efficient and livable. In retrofitting, an area consisting of more than 500 acres will be identified by the city in consultation with citizens.
Redevelopment will effect a replacement of the existing built-up environment and enable co-creation of a new layout with enhanced infrastructure using mixed land use and increased density. Redevelopment envisages an area of more than 50 acres, identified by Urban Local Bodies (ULBs) in consultation with citizens.

Greenfield development will introduce most of the Smart Solutions in a previously vacant area (more than 250 acres) using innovative planning, plan financing and plan implementation tools (e.g. land pooling/ land reconstitution) with provision for affordable housing, especially for the poor. Greenfield developments are required around cities in order to address the needs of the expanding population.

भारत सरकार ने शहरी क्षेत्रों के पुनर्विकास की दिशा में पहला कदम के रूप में 'स्मार्ट सिटीज मिशन' के लिए चुने गए 98 में से 20 स्मार्ट शहरों की सूची जारी की है। ये 20 शहर धन प्राप्त करने वाले पहले शहर होंगे, इस प्रकार इन्हें 'स्मार्ट सिटी' के रूप में विकसित करने की प्रक्रिया शुरू होगी।

मिशन के तहत, शहरों में "स्मार्ट" सड़कें, जल निकायों का कायाकल्प, साइकिल ट्रैक, पैदल पथ, स्मार्ट क्लासरूम, कौशल विकास केंद्र, स्वास्थ्य सुविधाओं के उन्नयन और पैन सिटी परियोजनाओं जैसे विभिन्न परियोजनाओं को शामिल करने का प्रस्ताव है।
